The Meeting of the Board of University Gardens Property Owners Association was called to order at 10:03 AM on Sunday, September 29, 2024, by Board President, Kathleen Levine.

I.  Approval of Agenda

THE AGENDA FOR THE MEETING WAS DISTRIBUTED VIA EMAIL AND UNANIMOUSLY APPROVED.

IV. Continuing Business

UPDATED FINANCIALS

·         The anticipated balance at the end of the year is $0.

 

POOL/TENNIS CLUB MANAGEMENT

·         Members of the Board have met with management companies.

·         A quote of $139,201.95 was given by ELITE Amenity Management Company to completely manage the pool season (labor – hiring and paying lifeguards and pool managers, opening, closing, chemicals, janitorial supplies, insurance).

·         Our treasurer reported that we spent approximately $82,000 during the 2024 season. Board members (in their free time – without compensation) hired lifeguards, monitored lifeguards, paid salaries, scheduled opening/closing, corresponded with our pool maintenance company, scheduled chemical deliveries, added chemicals when needed (chlorine, acid, etc.), back washed, removed trash three times per week, moved lawn furniture, cleaned the pool, etc.

·         Members of the Board will speak with ELITE Amenity Management Company to review the quote and hopefully negotiate a better price.

·         A discussion (amongst the Board and community members who attended today’s meeting) regarding the current Mil tax was agreed to be too low in order to keep up with inflation, capital improvements, and the maintenance needed to take care of our community.

·         The Board is considering raising the Mil tax by 1 or 2 pennies.

POOL IMPROVEMENT

·         Mike Jennosa (our pool contractor) will provide a quote regarding maintenance/equipment (new pool cover, heaters, etc.) needed.

·         A suggestion was made for a roll-up cover that would keep our pool clean and retain the heat.

POOL FURNITURE

·         The white patio furniture will be shrink-wrapped for a cost of approximately $400.

WATER ISSUES

·          Our water bill for the club complex was extremely high last billing cycle.  The current bill was lower. Pete is following up as to why there is such a discrepancy.

 SUBDIVISIONS   

·         The Town Board meeting was on August 13th, 2024 and the measure granting relief from new narrow subdivisions was adopted.

·          Board members are still waiting for the issuance of the minutes from the Town Board meeting regarding the Town's interpretation of how the new law may affect existing lots.

HOME IMPROVEMENTS AND TREE REMOVALS

·         Please remember that permission is needed from the UGPOA Board before removing any trees from your property or beginning any home improvement projects.  Failure to obtain permission may result in a fine or a halt to your project.

GENERAL SAFETY

·         Do not leave keys, valuables or garage door remotes in your car.

·         Please make sure your home address is clearly displayed in the front of your home in case of an emergency.  An ambulance or other emergency vehicles may have a difficult time locating your house. GPS doesn’t always work in our neighborhood.

·         If you choose to walk or cycle in the streets of our beautiful neighborhood, please be aware of /listen for cars and move over. Do not wear headsets.

·         Please do not wheel baby carriages in the street.  Use the sidewalks. 

 

V. New Business

SPEED BUMPS – RESIDENTS CONCERNED REGARDING THEIR SAFETY

·         Board members and community residents discussed the pros and cons of installing speed bumps

PROS:

1.    reduction in speed

2.    prevents speed-related accidents

3.    can reduce crime related speedy ‘getaways’

4.    speed humps which are used in East Hampton are not as high as speed bumps yet still as effective in slowing down traffic

CONS:

1.    unsightly

2.    damage to cars going over them

3.    not bicycle friendly

4.    may reduce property values

5.    expensive to install

·         Although this is a county issue, Kathleen will contact Councilwoman Christine Liu for advice/direction on the matter of Speed Bumps

·         Board members will look into speed reading cameras which will issue tickets.
