MINUTES OF THE ANNUAL MEETING OF THE MEMBERSHIP OF THE

UNIVERSITY GARDENS PROPERTY OWNERS ASSOCIATION INC

 

The Annual Meeting of the Membership of the University Gardens Property Owners Association Inc was called to order at 8:00 PM on Wednesday, February 7, 2024 by Board President, Steve Perlman, following calling of the roll and verification of the presence of a quorum of at least 25 members.

SAFETY UPDATE FROM THE 6TH PRECINCT – SERGEANT ERIC RIVERA, INSPECTOR MARK VITELLI - AND GREAT NECK AUXILIARY POLICE CAPT. MARIA D’AMELIO

 

Sergeant Rivera updated the residents, as much as he could, regarding the status of the suspect who was arrested last month –

 

·       Suspect is currently incarcerated.

·       An order of protection has been issued. Suspect cannot (should not) return to University Gardens.

·       If a resident sees the suspect, he/she is to notify the police.

·       A pellet gun (which was used by the suspect), is not considered a firearm.

·       Sergeant Rivera will notify the Board and Officer Maria D’Amelio if/when the suspect is released.

 

Inspector Vitelli also spoke with the residents and answered additional questions –

·       He reiterated that the weapon was a BB gun, not a rifle.

·       He cautioned the residents to not take action if they experience an incident like last month, but to take cover in a safe place and call 911.

 

Capt. Maria D’ Amelio was present at the meeting for those residents who wished to speak with her.

 

SPECIAL GUEST - TOWN COUNCILWOMAN CHRISTINE LIU

 

·       Christine Liu introduced herself to the residents as our newly elected Councilwoman.

·       She answered questions, to the best of her knowledge, regarding the demolition of 380 Northern Boulevard (the former Bombay Palace).

·       There will be a meeting on Tuesday, March 12th at 10:00 AM at Town Hall, 220 Plandome Rd, Manhasset, to discuss the demolition. RESIDENTS SHOULD DO THEIR BEST TO ATTEND.

 

BOARD PRESIDENT STEVE PERLMAN distributed and discussed the 2024 Financial Report with the members and explained that upon completion of the annual operations and special projects outlined in the report, the Board expected to have about $50,000 remaining on account by year-end. Also, given our pending ERTC application and various arrearages that the Board strives to collect, the year-end balance could be as high as $90-100K.

 

COMMUNITY MEMBERS raised various questions and expressed concerns about:

 

·       Transparency of the Board (distributing meeting minutes, more newsletters, updated website)

·       Locking the tennis courts

·       Money being spent on projects – approval by UG residents of projects more than $20,000?

·       Safety

·       Cost of current project (concrete work/fencing/retaining wall/stairs) - $115,400

·       Drainage issues

·       Cleanliness of kitchen and bathrooms

·       Mechanical room functionality

·       Children’s activities

·       Money reserve

 

IV. Unfinished Business

 

CONCRETE WORK/FENCING/RETAINING WALL/STAIRS AT THE POOL

 

Steve Perlman updated the community members with the following information:

 

·       The Board has hired a contractor and signed the contract. Work should begin in approximately 2 weeks. The fence is being ordered this week. It should take about a month to arrive.

 

V. New Business

 

The Board slate of candidates was introduced to the members; its composition is the same as the prior Board except that Shabina Hussein is leaving the Board and Peter Niceforo is joining. Shabina was thanked for her service. Board President Steve Perlman also announced that he is stepping down from the President position but remaining on the Board, and announced the officers the Board plans to elect:

 

Kathleen Levine – President

John Guo – Vice President/Treasurer

Peter Niceforo – Secretary

 

 

INCOMING PRESIDENT Kathleen Levine was introduced and spoke to the members:

 

·       Please be careful about what you post on different sites. If there is an issue, please notify the Board by email, UGPOASEC@GMAIL.COM, and we will respond to the entire University Gardens’ community.

·       As promised, you will receive minutes from our meetings as soon as they are written and approved. This way, you will know what’s going on and how your money is being spent.

·       We will be reaching out to the community to volunteer for committees.

·       WE NEED OUR RESIDENTS TO JOIN THE POOL. Even if you only attend the three BBQs, you will have received a return on your membership charge and your payment will help fund future projects and fun activities!

·       WE NEED A POOL DIRECTOR. The job description is posted below.

·       Take a look at your house number. Is it visible for someone (police, ambulance, etc.) in case of an emergency?

 

VI. Tentative Date and Time of next meeting

 

THE NEXT ANNUAL MEETING WILL TENTATIVELY BE HELD ON WEDNESDAY, FEBRUARY 5, 2025 AT 8:00 PM AT THE FIREHOUSE.

 

As there were no further questions, the meeting was adjourned at 9:45 p.m.

JOB DESCRIPTION: POOL DIRECTOR

UNIVERSITY GARDENS POOL & TENNIS CLUB

 

All definitions, duties, etc. in the attached Lifeguard Job Description are hereby incorporated by reference. The Director shall oversee the safe, efficient and orderly operation of the pool and the Club complex generally. He shall organize, supervise and direct the Lifeguards in carrying out their Job Description and shall himself perform those duties a substantial portion of the time.

 

The Director shall ensure that the pool complies with safety and health regulations, test chlorine, pH and various other chemicals and indices, adjust their levels as needed, add various chemicals such as acid, alkalinity raiser, chlorine neutralizer, calcium, etc. as needed, maintain logs, adjust pool machinery and conduct weekly backwashing of the filters. In addition, he shall direct or coordinate with other personnel or contractors such as landscapers, gate guards, service companies, suppliers, cleaning staff, etc. as needed. The Director shall report to and be directed by the Board’s pool officer and/or its President or Vice President.

 

Prior to commencement, the Director shall have all licenses and certifications required for lifeguards at a pool of our class by Nassau County and the Red Cross as well as a Certified Pool Operator certificate from an accredited program to be displayed on the pool house bulletin board.

 

The Director shall organize and set work schedules for the Lifeguards and any other staff and shall endeavor to coordinate his own hours with a senior Lifeguard so that at least one of them is normally on duty every day. He shall ensure that Lifeguards are properly performing their job and will, as needed, issue warnings and/or dock one to several hours of pay for violations. He shall terminate poorly performing Lifeguards with the concurrence of the responsible Board officer. He shall also ensure that pool-goers comply with the rules and that disruptive persons are ordered out of the pool. He shall report all disciplinary, behavioral and safety incidents to the Board as soon as possible.

 

The Director shall work approximately 40 hours per week, usually including both weekend days, and shall be paid the agreed hourly rate of $30. Pool hours are 11:30 a.m. to 7:30 p.m., but may be subject to change from time to time. The Director may organize his hours flexibly within these parameters. If necessary, the Director may limit the job to weekends from Saturday May 25 through Friday June 14, 2024. From Saturday June 15, 2024 onwards, full-time hours are required until the end of the season (i.e., Labor Day). The Director will keep track of his own hours and those of the Lifeguards and any other staff and will report them to the Board immediately upon conclusion of each payroll period.

 

The Director will organize three holiday community BBQs (Memorial, July 4 and Labor Day) and other occasional events. He shall ensure that stocks of refreshments for sale are maintained and that any checks or cash received for sales, guest fees, etc. are recorded in a log and given to the responsible Board officer. He shall promptly present any receipts for reimbursement.

The undersigned acknowledges this employment is at will and may be terminated without cause or prior notice by either party and that any renewal for future seasons must be agreed separately by the parties.
