The Meeting of the Board of University Gardens Property Owners Association was called to order at 8:06 PM on Wednesday, December 4, 2024, by Board President, Kathleen Levine.

IV. Continuing Business

UPDATED FINANCIALS

·         The anticipated balance at the end of the year is $9,000.

·         Received a $16,500 check from Employee Retention Tax Credit (ERTC) Tax Exempt Org, dating back to 2020 Pandemic filing

RAISING THE MIL TAX

·         A discussion (amongst the Board and community members who attended today’s meeting) regarding the current Mil tax was agreed to be too low to keep up with inflation, capital improvements, and the maintenance needed to take care of our community.

·         Voted on raising the MIL tax from $.0625 cents per sq. ft. to $.0825 cents per sq. ft. (.02 cent per sq. ft. difference).

·         Unanimously approved to raise the MIL tax by $.02 cents per sq. ft.

POOL/TENNIS CLUB MANAGEMENT

·         Members of the Board have met with management companies.

·         A quote of $139,201.95 was given by ELITE Amenity Management Company to completely manage the pool season (labor – hiring and paying lifeguards and pool managers, opening, closing, chemicals, janitorial supplies, insurance).

·         Our treasurer reported that we spent approximately $82,000 during the 2024 season. Board members (in their free time – without compensation) hired lifeguards, monitored lifeguards, paid salaries, scheduled opening/closing, corresponded with our pool maintenance company, scheduled chemical deliveries, added chemicals when needed (chlorine, acid, etc.), back washed, removed trash three times per week, moved lawn furniture, cleaned the pool, etc.

·         Members of the Board will speak with ELITE Amenity Management Company to review the quote and hopefully negotiate a better price.

·         Unanimously approved to proceed with a management company for the 2025 pool season which will not exceed $120,000.

·         Will also consider hiring a pool director/manager for $32 per hour if we can find people interested in the position.

·         Mike Jennosa of Jennosa Pools Inc. (the company which we presently use) has expanded his business to supply chemicals. He will offer a lower price of our former chemical supplier if we continue with his company. He will also see if there is anyone interested in the pool management position.

·         Tony (our fence contractor) may also have people interested in the pool management position.

·         Unanimously approved NOT to raise the pool membership for the 2025 pool season.

SUBDIVISIONS – updates

·         Property was fenced off and demolition began.

SPEEDING IN NEIGHBORHOOD

·         Peter spoke with two PO in the neighborhood regarding the concerns of cars speeding through the neighborhood. They suggested we reach out to the 6th precinct and see if they can place a few unmanned patrol cars on Merrivale.

·         6th Precinct advised that Pete reach out to the POP (Problem Oriented Policing) officer. Pete will contact PO Vilchez or PO Lorenzo and speak with them.

·         After extensive research by our Board members, speed bumps do not appear to be an option.

TREES

·         Please remember that permission is needed from the UGPOA Board before removing any trees from your property or beginning any home improvement projects.  Failure to obtain permission may result in a fine or a halt to your project.

·         Remind residents to call 311 for trees that appear to be rotted and dangerous.

 

V. New Business / Concerns / Questions

·         Can we turn University Gardens into a Gated community?

·         Can we place electronic arms blocking off traffic on all entrances to UG on Northern Blvd. leaving access from Lakeville Road open.
